I would guess so in regards to characters who already have figures. I would hate if MU/MI had Build-A-Figures, I already don't like the concept from legends, and it partially ruined Star Wars figures for me when they did Droid Factory. It bothers me because there's always a chance that the BAF is someone I really want a figure of, but then I only want one or two actual figures in the wave. Forcing me to buy figures I don't want at all and then nobody has any want for them on second market (wasting my money and space). Or I would have to go to Ebay just for the BAF and get ripped off there. The idea of paying for eight figures and getting a ninth free is completely lost if I didn't want five of the figures to begin with.
