It's not
semantics
when they are talking about two different things. It also appears you have completely misunderstood Matty's answer(s).
1. Matty did not say that there is no extra cost for additional tooling. They said that the tooling does not determine the retail price of a figure. The cost for any tooling is actually spread out over every production run made from the original mold. Basically every use of that mold shares part of the original cost. So the tooling cost for the 15th version of a given mold is practically negligible when it comes to the 15th version's price at retail.
2. The first comment you quoted was talking about the cost of a production run for a newly-tooled, over-sized figure. DDU would have also been a limited-run figure, meaning that it would have been even more expensive for Mattel to produce that a standard DCUC exclusive.
So, all-new tooling + more plastic + more paint + bigger packaging + lower production run = a very expensive figure to produce as a one-off figure.
3. The second quote was discussing the difference in retail price between the Super Powers and Signature Series figures, which are both standard 6"-scale figures. But as Matty said in the quote, extra plastic and paint apps increased the price for the Super Powers figures.
