As has been stated numerous times in this and other threads on this site, the color mismatch on the Super Powers Riddler was done on purpose to specifically homage a rare Super Amigos figure: El Acertijo. Same goes for using the its-obviously-Hal-Jordan-not-the-Riddler head sculpt.
Some think it's stupid for Mattel to homage a toy exclusively released by a second-party company for a foreign market in the 80's. Some think it's quirky/cool. To each their own.
Either way, Mattel's toy is not a production error.

First, who said Mattel had no intention of making DDU? How do you even get that? Second, show me a link from Mattel that shows the toy you're talking about and that Mattel states it is an actual retail piece and not a mockup or prototype.
