From my experience, Mongul is one of those characters like Doomsday, The Hulk, sometimes The Thing, etc... who's size varies widely depending on whoever draws him. He's smaller than he should be, yeah, but he's only slightly smaller than the versions drawn by artists like Jerry Ordway or Dan Jurgens.
If you compare him to versions like Ed McGuinness' or Phil Jiminez's from Infinite Crisis, yeah, he's FAAAR too small, compared to their huge interpretations. If the DCUC line had continued, it might have been cool to see a BAF Mongul just slightly smaller than the Lobo or Despero BAFs.
I guess we'll have to remain at odds over Darkseid's head sculpt. Personally, I think it looks like the Darkseid that I'm used to; the one drawn by guys like Dan Jurgens, Ed McGuinness, Doug Mahnke, George Perez, Phil Jiminez, Jim Starlin, and J.G. Jones. It doesn't have the original Jack Kirby aesthetic, but from my experience, it seems like most modern artists give him more of a George Perez-inspired look anyways (well, at least they did before the New52, when Jim Lee gave him that questionable new design).
But, whatever. I'm certainly no New Gods expert, and when it comes to DC, I tend to only read Superman-related comics (and the Events/Crises, prior to Flashpoint), but the head seems consistent with the way he is depicted in the comics I've read.
But anyways, yeah, Steel is incredible. His shoulder pads limit his arm movement, but other than that, he's great. I can't decide of I prefer the one with the shiny chrome "S" or the matte silvery gray one.
