Where the heck are you seeing them for $28? Some places sell for $23, but I still get mine for $16-$20 most times. Not to mention that they could just give their 7" toys better articulation. They've been doing it more and more recently in their sub-series (and Arkham) but for whatever reason never dedicated as much attention to the New 52 line.
DCC produced a dumb little memorial video for their facebook running down some of their favorites, along with Poison Ivy who is still due for May. The same post said to keep an eye out for continued New 52-style figures in the new 6" Icons line.
They've said nothing about the Designer series, but even if those continue, it still sucks. Each Artist's series only fits in with others from the same series. We can probably assume the live-action figures will continue as-is.
