Jaco is a galactic patrolman sent to Earth to intercept a Saiyan baby (Goku) that was sent to the planet before he gets there and things go wrong for him. His job is to either kill the baby or blow the Earth up. He meets Tights, Bulma's older sister, and has some whacky adventures as he tries to get his spaceship repaired.
It is down right hilarious, adds more to the world of Dragon Ball, and is just a nice little short, which is perfect.
And Jaco is coming out before SS4 Goku because he is an actual Toriyama character and not some made up fanfiction crap.
Finally, yes he appears in Ressurection F.
