I think the problem is not so much scalping, that is just people trying to get some money.
And if I can add a thought to this...a large part of the scalping mentality comes from the "gotta have it and gotta have it NOW!!!" impulse. There is always going to be someone with a desire to get something and get it before everyone else. Look at what those Black Series stormtroopers were going for (although to be fair...they were auctions that started off at a penny.)
What's really terrible though, is when that mentality goes out to retailers. Certain sites (like Toy Wiz and Toysource for example) will often at times sell certain figures with incredible mark-ups, which puts ideas into the heads of others out there who happen to possess certain figures, causing them to do the same. And we, the consumer, possessed by our impulses, end up catering to them the same way.
