most likely he carves out or 3-d prints a single piece that would be the basis for the mold. then he pours a rubberized or silicone 2 part mold maker like oomoo:

. then he pours in a clear cast resin with some food coloring. i guarantee the reason he charges high is because of the base materials which are expensive.
