A metallic base like Surfer might work well with transparent paints of other colors. and the All-Star Vision figure could be a cheaper source of a head and cape if you wanted to do a modern version.

A spare Iron Fist or Mysterio figure with a green base would save a lot of painting and paint rub issues, though.
