This is only the second Captain America and I doubt they'd be doing it if it weren't for the face sculpt this time around and the fact it's really easy to market sales around the whole "pick a side thing".
But you do see a lot of complaints about this on the more dedicated Figuarts sites, I think people who've been following the line for a while are desperately hoping they finally release that Black Widow and Hawkeye. You see less complaints on more general toy sites because, like you said, it's much harder to get your hands on these figures. Most people only really became aware of the SHF brand after all the original Avengers and Star Wars stuff had gone up for pre-order and sold out.
It's a good chance for those who missed out to be able to get these characters.
