Therein lies both the rub and the most optimal solution. Marvel has a very wide host of characters, but somehow this fact gets forgotten when implementing ongoing character development and focus. If your flag-bearers are getting a little moldy, and you can't muster the creative energy needed to craft new compelling heroes, then why not mine the underused legions of 'supers' you've created over the years? Why kill off a Jack of Hearts, ignore Triathlon (he was a bit of a legacy hero; 3-D Man lol), or relegate Firebird to the ranks of the "all but forgotten?" Marvel has many, as you noted, "gems" that could be easily dusted off and popularized by talented writers.
