No, this guy is kinda unique with the bat tattoo on his face. A lot of the mutants wear similar clothes but many of them have spikes on their heads and wear visors similar to Cyclops from X-Men. You could probably do some head swaps and army build them without having to do too much painting though.
I can't believe Mattel isn't doing a Mutant Leader in this set. They could have just used that MOTUC buck and they would only have to sculpt a few new parts. Carrie Kelly Robin is pretty essential too, but they probably don't have any existing figures that would be appropriate to reuse and you know how much Matty hates producing all-new figures. The same goes for Joker. He looks a lot different in The Dark Knight Returns so it would have required an all-new sculpt for him to make a figure that looks anything like he did in the comics.
