You misunderstood. 45 degree articulation in the hips is referencing the fact that they are set into the pelvis at a 45 degree angle. This is a reference to the lower quality articulation in Bullseye's hips rather than the higher quality articulation found in the higher quality Toy Biz figures that came out before Bullseye.

For instance, the base figure that TBML5 Silver Surfer was made from has 90-degree sphere hips, meaning that the spheres on Surfer are set into the pelvis at a 90-degree angle, which allow easier posing and better range than the 45-degree sphere joints do.
