I gotta second Blue Marvel's office setting idea- a custom/scaled water cooler would provide ample opportunity for hero/villain gossip & smack talkin' about their teammates.

I'm super keen on the meeting room setup: basic long table/chairs/walls. Then use an appropriate base as the background centerpiece wall-hanging: TBML Ult. Cap stand for SHIELD HQ & latest MS WWII Cap comes with a great Hydra emblem backdrop. I'm sure other similar bases are available for X-Men, FF4, etc. (DC stuff too). Also I've seen similar free downloadable 'medallions' for 3D-printing if you have access (my local library allows folks to print on theirs for a super modest fee- just enough to cover the cost of filament). You could even go with regular color printing of just some standard pictures/portraits:
