There are different ones though too. The BAF to me was always more of a slightly smaller than MODOG scale one, as the largest out of them, whereas the others should be a shade smaller. The easiest judge on scale though is the limbs. They should be close to 1/18th if a bit smaller to maybe a bit larger depending on how you view the lack of muscle and the initial candidates build.

His limbs weren't impacted by what made him, but the additional armoring could in theory bulk them up a little bit. So that's probably the best spot to judge scale from.

Really it all boils down to preference, but if you want story accuracy, yeah the playmation one is close, as is the 90s Ironman toyline one. The limbs on the BAF one almost look too big, but it's passable. It also depends on which MODOK you're talking about too. There were several people that went through that AIM experiment over the years.
True BUT, lack of use could cause the limbs to atrophy.
