I'd say 1/18 is closer to the modern 4" figures and the 3 3/4" figures are on the small side.

Most of the Joe characters are about 6' tall so reducing them to 1/18 would be 4" not 3.75"

The easiest way to figure out scale is to take the size of the character and divide by the scale.

I'm 6'1" so 73 inches

a figure of me in the following scales would be
1/1 scale is 73/1 = 73 inches so 6' 1"
1/6 scale is 73/6 = 12.17 inches
1/12 scale is 73/12 = 6.08 inches
1/18 scale is 73/18 = 4.05 inches
