I did mention a while back on a TFW thread that they were based off the toy license but unfortunately I was miss-informed at that time.
Since then I have dived deeper into the actual license and can assure you, it is for the anime and not for the toys.
I am, however, hopeful, with another part of that quote above: "These figures are being done specific under the Anime license
at this time.
" Hopefully, that might mean that good sales would allow them to expand to non-anime figures based on other toys, assumedly done in the same aesthetic/engineering style of the anime figures.
Also, the dodgy not-answer here gives me some hope as well:

I mean, the fact that they're even going back and doing some of these characters is friggin' mind-blowing for me (I love TFs, but I grew up on GoBots, and those toys will always have a special place in my heart), so I won't complain all that much about their character choices.
