Exactly. Would I prefer a quilted Shocker? Yes, absolutely. But between the tooling costs and his

art, I think the one we got is just fine. As Shocker has stated in the comics, he keeps updating his tech on a regular basis - what's to say he's not just double-layering neoprene into his suit these days for shock absorption purposes? He's already worked in vibro-pads, and those haven't noticeably bulked out his costume any.
With all the newer bodies that Hasbro is introducing/plans on introducing, I'd say that an excuse like this, to reuse an old one and recoup some costs on that, are just fine.
