I don't think the line is going to collapse just yet but I thought we heard that DCC said that after Nightwing and Supergirl (I may be wrong on the figures there) they wouldn't be doing any more individual figure releases and that the line would instead become some "greatest moments" multipack-oriented line (the first taste of this being the Death of Superman pack). It wouldn't surprise me since DCC seems to love ending lines before they've fulfilled their potential, they're basically doing the same thing with the animated figure line.
Icons are the closest we'll get to Marvel Legends for DC, because Mattel's offerings tend to be less than great, but I don't think they'll ever do a BAF feature. DCC has never done any kind of gimmicks or incentive features like that before (except for little stuff like where each figure's base connects) and honestly it's one of my favorite things about them. When I want the big figures I don't have to buy all the other figures too. It's especially cool when the big figures only cost as much as the normal sized figures but even when they're "deluxe" in price it beats having to buy five other toys I maybe didn't want.
