True, it seems to be a hybrid of the comics and cartoon designs - the helmet, as seen in the screenshot on the previous page, is from the Hydra armor used in the cartoons, but the rest of the costume is comics-based with a passing similarity to Vulture's first look in the cartoon.

I'd assume that Hasbro intends to use the tooling again, so they went with one they could get more mileage out of, while adding the helmet so that the figure could do a passable job filling in for the character in both collections (like including the Udon Studios/miniseries head with Taskmaster, or the Dirk Anger head with 616 Nick Fury)
