Based on the 2 next to each other, the trunks are similar but not an exact match.

I don't really remember since I've only ever seen it like once but I think it was that in the 4th movie after Drago kills Apollo Rocky starts wearing shorts like Apollo's to honor him (and also to bash it into our heads that the movie is about the cold war). Or maybe in the movie it is that he's given Apollo's, in that case I'd say any differences probably result from them not actually being the same set of trunks (different actors need different sizes) so they weren't made 100% accurate.
