I feel like 4" eyes are super tough to get right. I've done one set of eyes and it took me a couple hours of retries to get something I was happy with. There should be an easier way than tiny fiddly brushes. Like a pen or some kind of stamp.
I take the thinist brush wet the tip between my lips and lightly did into black. Then slowly and steadly brush a single line above the top of the eye. If doing a female i add a little curl on the outside edges for the eyelash. ( this is what 4" figs have) then clean the same brush in water. Completly dry the drush and again wet between my lips and dip the tip in the white paint. Most figures have engraved eyes to follow the groves. Again like the video said. Keep a wet rag incase you smudge. Once your done and happy ley it dry. If you struggle amd have the odd smudge after a few attempts let it dry they scrap the excess off with toothpick into the shape you want.

Now the pupil. This time i use a thin toothpick end and dip gently in yo the desired colour and gently press in the eye. Harder if you want a bigger pupil.

After reading this back it sounds lile a fifty shades of grey page with all thos dipping gently hahaa
