Good call on the X-23 body. I think if new legs were made, they could fix the hip artic-problem, the proportion problem, and the scale problem with that female body and it makes a good projection-attack female. It almost makes you question why it never happened.
That's for bringing up re-buying A-listers. Definitely collectors will only grudgingly rebuy them but there will be new collectors too. And that's another reason the line should have a focus and story.
To the first point, the re-launch needs to have a "must-have" figure. Think Snake Eyes and/or Storm Shadow. A figure that looks awesome and has great playability. The best choice for this is Spider-Man. Hold your groans but 4" still doesn't have a definitive Spider-Man. If they did a proper 19 poa Spidey with magnet hands, string/suction cup "web" for swinging, and some other accessories, like a web bolo/lasso, it would be top notch. MU made a mistake on the super-weird web accessory that did nothing and looked ridiculous and the web backpack that has no play value.
Or possibly Wolverine could be another figure that still hasn't seen a great 4" version and could be loaded with accessories.
I would still argue that to re-launch it, and not just be another "collect all your favorite figures from the comics" line with random choices like Legends is, it needs to have a narrative. A reason for kids to want to buy more and everything in the first year should fit together and make sense. There's no room for a Union Jack unless he has a specific role to fill in the narrative.
I'd really like to see Avengers vs HYDRA since I could really see that fit the mold of what ARAH accomplished but right now possibly some sort of Cosmic Invasion theme led by Thanos vs the Avengers would be better. I'll try to list what the first 20 singles and X number of vehicles/playsets should be.
