I have said before, the key to a successful line is 3 things, Figures, Vehicles and Playsets. With rising costs, playsets become the hardest part of the equation to justify. The best basic plan so far has been to make modular sets and include the pieces with the figures, BUT, the only attempts at this so far have been miserable failures and nobody seems to be poised to master this process any time soon. Alternately, some small private companies could design some basic sets useable with multiple lines and become successful, as you would buy only as many pieces a you need. You would buy your Hasbro SHIELD agents and then your SHIELD HQ in pieces from and indie toy maker, cutting Hasbro out of the loop and forcing them to adapt to stay competitive.
