Yeah, Those are from Hot Wheels Pop Culture line. I know it doesn't mention it on the cardbacks anywhere, but if you are searching for them online it yields the best results. They do lots of different vehicles like that. They're mostly just vehicles like vans and trucks that serve as a large canvas for the tampos. They're 100% metal top and bottom and they have real rubber tires. They typically have more/better paint than a basic 1:64 scale HW car and they usually cost around $5 at retail. Hot Wheels does this with lots of different intellectual properties like Scooby Doo, Star Wars, Mad Magazine, Marvel and DC Comics characters. That Spy Vs. Spy car you posted a picture of a while back is part of the Pop Culture line. Thanks!
