What's the excuse for Spider-Man missing parts and Cap as well? These figures are incomplete. The only thing I can think of is the Studio didn't trust Hasbro enough to show them complete Movie looks before the release of the movie and that's a problem on it's own. If you want us to buy figures make them complete the first time around or wait to put them out.
Well that might not be a trust issue, just unintended consequences of the turn around time for needing to get the merchandise on the shelf before the movie. Hasbro had to start working on these over a year ago, while the final cut of the movie thanks to digital technology allows film makers to still make changes within weeks of the films release. So usually there isn't enough time to go back and make sure Cap has two gloves on instead of the one.
But with Thanos, since there are some younger kids figures of Thanos with the armor, I think the Legend didn't come with extra armor pieces solely because his figure is a BAF and for the sake of budget and distributing those pieces across the wave they kept it simple. (Plus like others have said, the BAF is exactly the way Thanos looked throughout 99% of the movie, so while disappointing it is forgivable this time).
