To the story they are telling, that'd also be antithetical to the concept. This Godzilla is supposed to evoke muscle mass and size. Seismic tectonic plate rattling to each step. Slumbering for ages but still strong and nourished.

A sleeker lizard form wouldn't make sense to the parameters of the story and basis for his design. Godzilla's ferocity is not in feral quickness or in a raptor like approach. It's in foreboding and mass. That nightmarish silhouette that's recognizable, of certain doom even if you think you can outrun it. Imposing and a king of monsters by sheer presence and strength.

It also needs a more huggable capability for those heroic moments. A better empathic emotive animal presence.

So this anime one has hit all the right story beats in the design it needed to tell the story they are telling. From its beginning as a more normal final wars mixed with new Hollywood movie influenced design of the original to yield that more foreboding powerful apex predator of all, to the 1000+ year change to how it evolved and grew as Earth changed to become even more imposing as the overlord of all of this new earth alongside the years of radiation.

Godzilla isn't a speed fighter. He's an unstoppable force of nature that atomic breaths even the most agile annoyances as it holds them in place with its powerful arms, or sends them hurtling for miles with one flick of its tail. Its movements that certain, that confident, with minimal wasted motion. The king of all greater beasts that fears none. A king so powerful it has no need to run.

Showa era was about proving ground, fighting to gain the name 'King of the monsters' and keep it. Shin Godzilla was about a new evolving creature. This one is about pure imposing foreboding presence and earth shattering steps. A complete unstoppable force of nature. Nothing to prove, nothing to fear. All are beneath it. Mere gnats, mere ants. Barely worth any notice.
