They have hinges on the back side so they do swivel and pivot down- but the placement of the backpack means they don't have much room to maneuver- this was about as far as they go without making some changes to where the backpack sits.

The way they did this was one of his bigger cool factors to me so seeing the toy be limited is disappointing. If the set over goes on clearance I'll still consider it.
