You are definitely right about PAK. They tend to have (or should say "had", not that the line seems to have been discontinued) a unique scale for each series, even for the same license (Arkham figures vs. TDKR figures vs. DC Variants, for an example). It was also part of the reason I started switching from them to other lines. That being said, I also found that even Figma seems to have this issue with scales (granted, all their figures are listed as non-scale). That is when I started collecting a bit more statues, but its not as fun since you can't pose them.
