It might have been a worthwhile episode if it had revolved around Q putting Sisko through some suitably ironic and humorously sadistic ordeal to make a point, as was the character’s wont on TNG, but that was not the case, sadly...

And from the beginning Q was envisioned as playing a role in the Borg's introduction -- the episode "Q Who" was sketched out early on, and it ended up being scripted as planned, with Q playing an "unreliable god" and Picard being forced to seek his help when he couldn't deal with encountering the Borg.
That is indeed a shame that those ideas never really came to fruition; some of the best stories of TNG revolve around Q testing Picard’s mettle.
