For me it's because that was the original film and it was an interesting plot twist. Plus, there was a build up featuring the character several minutes beforehand.

And yeah, the movie is campy as shit, but it also gives the most screen time to establishing the personalities of much of its very quirky cast, which makes the film a bit more endearing than the average F13 entry. The pacing, meanwhile, is about on par with the other F13 movies of that era, so I don't think you can single it out there.
The camp isn't the issue though. After all, the whole scenario happens over a candy bar. It's that I just find myself utterly bored by everything happening on screen and the rednecks don't help matters. Plus, the death scenes are severly edited down to the point that they might as well not even exist at all.

I'll fully admit that Part 5 is a "love it or hate it" movie. I happen to love it. Your mileage may vary.
Like I said, I do give the movie props for trying something new as I liked the idea of a person pretending to be Jason. In fact, I wish this had become a thing with the series and that they had left the actual Jason dead. Well that or just have had a movie series with people telling stories about the legend of Jason around a campfire, this way it could still be Jason, just he wouldn't actually be physically there.
