I've contacted Super 7 about this and they exhibited zero concern towards customer satisfaction in this regard. Exploiting a passionate population of collectors for the soul purpose of profiteering is despicable. I won't be buying any of their product now or in the future.
Super7 has to make a minimum number on each figure in order for every figure to be made. Otherwise, one figure might have to little of a sales count and get cancelled. No different than doing a Kickstarter. If we did it your way, I might not get a complete set. Theres a chance that not enough numbers come in for one of the figures, and then those of us who wanted that particular figure are out of luck. This way works for everyone. If you don't want the full set, buy individually through BBTS. Also, Mattel has nothing to do with Super7's licensing. Mattel owns the rights to the names, but not the toyline. Classic Media/DreamWorks owns the entertainment rights. If you were going to complain to anyone, it would need to be them. Mattel sold those rights to them in the 90's when they thought the line was unsalvageable.
