It's based on the concept art for Captain America's Civil War outfit. It's 1:1 with the design and doesn't look like U.S. Agent at all outside of being Black in color.

What's neat though is that if you look up the concept designs for the movie you'll also see a very neat one that's actually U.S. Agent inspired and IMO it's freaking neat the way that they redid the pleating in the shirt and whatnot.
