Firstly; while Pan's Labyrinth was indeed not a money-maker it wasn't a mediocre film by any other standard, gathering high adoration and acclaim from critics. Not a lot of people saw it (hence the low yield) but those who did tended to sing its praise and a part of that was for the designs and aesthetic of the fantasy world/monsters (hence the figures now).
Secondly; I don't think NECA even can get the license since McFarlane already has MK for domestic figures. What they've announced has just been for MK11 but I doubt that the license is segmented per project so I don't think any other company can just take the parts they want (like singling out just the movie). If we get movie figure for MK they're coming from McFarlane or Storm.
