For Splinter that may work, although even here it sucks to not use the many options one could have IMO, but for the Turtles? The fun in action figures for me is being able to change poses, to mix up my displays, to try something different to keep it interesting. Having extra stuff included I need to perform maintenance on for it to be usable sucks. Especially for the price they’re asking.

Yes, I am a monster... but that's besides the point. Look at promo pics. Raph has his sai in the holster AND on the spru. They're doubling up on the main weapons for the TMNT. One set for the Turtle, that won't be on the sprue, and one on the rack, meant to stay there as an homage to the original toys from the 80's.
No, I will not be using the tea cup, bow, etc of Splinter. Just the cane.

The designers of the figure. Per the Facebook page of one of the Horsemen, H Eric Mayse: "We’re creating each of the characters’ iconic weapons separately from the weapons trees as well."
Don't think it gets any more official than that.
