The CW shows have some serious budget issues at times to the point where I think they are often forced to cut a lot of corners on things like that. You can see a lot of 'problematic' CG, reused CG, lackluster costume design, etc as they make Superhero shows on a budget. Plus they're hindered by the DC movie division's planning, which I believe has a Flash movie coming out soon so the CW side was likely forced to differentiate their incarnation like they're repeatedly forced to do with all the other characters.
Basically, it's a mess for them.
Though on the Marvel side, considering the comic Mandarin revamp was just a guy in a well-tailored suit, you might get that in the MCU. They tend to go with a more realistic/practical approach to superhero outfits in the MCU with some exceptions. I know some people complained about MCU Batroc and more recently MCU Taskmaster's designs but they seemed less like the old X-men film disdain for comic outfits and more like a way to get the character's outfit to seem like something someone would realistically wear in combat. It doesn't make for great toys but it does result in some interesting incarnations like The Vulture (which IMO resulted in a great toy too) .
