It's a repurposed GI JOE mold used for THE INCREDIBLE HULK movie toy line to create Hulkbuster army figures. The figures had helmets glued on, their heads are unpainted.
That one was part of a boxed set called Epic Tunnel Clash that included 3 of the Hulkbuster figure and a Hulk (Goes for around $30 on ebay nowdays)

Other Hulkbuster figures reused different Joe molds from the early 2000's, one had a Tim Roth head and another had a helmet molded on. There were some new preposed 4" figures used, too. A Hulkbuster Humvee was made from a GI JOE Humvee with some modifications.

The line was heavily clearanced. Many loose figures were available from China for years, The Emil Blonsky one might still be (Tim Roth's character).
