I have Chief and the Mk V[B] and I'd say they scale very well with modern Legends figures, especially Chief. The Spartans are meant to be at the 1% of peak human size and strength outside of their armor as is, which makes them even larger and more formidable with the armor on. With the size of these figures, I can actually buy that there is a human inside of the armor...even moreso than I can any Iron Man figure we've received thus far.
I'm really digging the figures, though both of two 6 inch figures that I have suffer from some really bad QC issues in loose joints. Chief had helicopter arms (which I was able to remedy by inserting a couple of tightly wound rubber bands around the base of the arms and pushing them into the butterfly joint) while my MK V had loose arms and elbow joints as well. It seems to be commonplace according to the reviews I've seen though, so if you're willing to deal with those possible issues, go for it. If Jakks shores up the QC issues and treats the line anything like they do Fortnite, we're in for a pretty awesome treatment.
