The tan hazmat guy isn't GI JOE, he's a Remco made knock-off. Remco released these types of figures under many names and colors. Yours might be Smokescreen from Commando Force

The Karate guy and shirtless guy are also Remco, possibly from same series or a similar one like American Defense or U.S. Forces.
