No, people misunderstood him. He was joking that Galactus himself had “army-building potential”. He’s not very careful with his wording and people often take his off-hand comments to be hints that they’re not (see: comments about Thanos loving balance being misconstrued as a hint that Death would be the BAF of the villains wave, etc.).
