The Turtles' regular designs are unique to the Boom Studios comic. And outside of reissues, Playmates isn't releasing any TMNT figures at the moment.
Like you said, DC made the figures specific to the movie, which was produced by Warner Bros, Nickelodeon, and DC Entertainment. Considering the ownership, DCC producing the figures makes the most sense as Nickelodeon doesn't have a major toy producer/distributor under it. All DC had to do was tell Nickelodeon they'd do all the work producing and distributing it and split some of the profit with them. It isn't like Nickelodeon could have gotten someone else to make them because DC wouldn't allow that.

Obviously, because it was only the rights to the movie, they couldn't produce other TMNT characters or versions of characters that didn't appear in the movie though.
