Oola is never, ever happening. If she were, she'd be included as a tier goal.
There's a video out there that basically explains why HasLab projects will always come with figures that are a repaint or very simple resculpt because it's just too much of an investment to make the kind of completely new body that characters like Oola and Rancor Keeper would require and not release them to the general public. That's why the Yakface that came with the Sail Barge came in a special retro packaging, and why the Din, Grogu, and Jawa figures that came with the Razorcrest were slight variations (soft goods, new face sculpt, exclusive accessories) of already existing figures.
Oola's likely off limits because of past controversies (one dad) over gold bikini Leia. Genuinely don't know why the Rancor Keeper wasn't released on a Power of the Force package then given a fan channel release in basic packaging. They're going to have to release him at some point for completists.
