Typically yes. While all constructs are created by and source back to the ring (usually shown by a line of light connecting them) they aren't bound to be used by the hand wearing the ring. This is how they can make armor for themselves or entire vehicles if they need to and don't have to keep their ring hand on the object at all times to maintain it. The main limit preventing a construct from just being a permanent physical object is that once a ring's charge diminishes then all of its constructs break, and creating constructs drains it so they tend to get rid of constructs right after they use them. In the Kingdom Come universe Green Lantern got powerful enough that he was his own battery so charging wasn't an issue and he made a bitching great sword construct which was just treated like a regular physical item that he could use in either hand or even just set down.
