Yes but they only made it because of the success of the Batman line. These two figures made sense in terms of the Batman line because of World's Finest.
The singles were made available to retail AFTER they were exclusive. Some people might not have known they were made available to purchase later. The STAS 2-pack was wide release immediately.
Either way they are different figures that would be displayed in different displays that available in different ways.
And like I said before the Animated 2 pack until that listing you posted has been over the $100 mark. While the JL figure is only now climbing. I've sold both versions so am aware of the pricing history of the figures.
You're arguing that Lois brings down the value of Superman and I disagree. They are different figures. And if you look at sold listings JL Superman is $50-$90 while the 2 pack is anywhere from the outlier you posted in an auction to $100-200 consistently. You just happened to pick the two listings close in price.

I've had them both too but you look at that picture and think those are the same figure? They obviously share legs but the torso, cape and head are different. Much the way that the animation models were slightly different. It's a subtle difference but so is the source material.
