Or it's all in one; like a signal for Todo to pick him up for treatment or something.
Mostly it's a tool for future projects to pick up on should they decide to do it; I'm interested to see if it happens one day.

Definitely, the Clone Wars inspired accessories are awesome. I wonder if they decided to do it because they had a realistic Clone Wars Cad Bane-figure planned but decided to just use leftover assets as accessories for this version instead as it essentially functions the same way.
