The bigger explanation for a lack of Titania or Madame Masque is likely the lack of specific Iron Man or Hulk themed waves more than anything to do with Spider-Man.

I mean they could do a grapplers box set if they think she’s THAT obscure.
If they would stop obsessing over Spider-Man the people who have other character specific wants would more than likely end up having a few names checked off their wish list.

I mean I don’t have anything against spider-man, heck I even want more of the female sinister six after beetle and white rabbit.
