As far as I know, Mattel hasn't officially said why. They announced it as Creations back at SDCC 2022 much to everyone's annoyance. Only weeks later deciding to also do a Made to Order window.
Anything you read is fan speculation, like the faux fur costing too much. Yet, this will be on Creations for $18, more or less the standard price of a retail Origins figure now.
It can't be obscurity, because the character simply isn't. You can't release Rulers of the Sun at mass retail and then claim Grizzlor doesn't have a fan base. Or have less of a fan base than Snout Spout (and I like Snout Spout). If Grizzlor is too obscure for wide release, almost any character released after 1984 would be as well. And we've seen that is not the case.
My current guess is that he was planned for 2023 before they went with the SNAKE-MEN theme, and decided the Horde characters didn't fit with that, so rather than hold off his release, they went exclusive. If so, 2023 will be Horde-less. But who knows?
