That's because male characters represent a great majority of all action figures ever produced. With female characters making up a much smaller percentage of the total, it's fair to include their femaleness as a potential turn-off factor to buyers. Most collectors probably aren't obsessed with having "a decent number of women" in their collection like they were running the HR department for some trendy start-up.
