That game had a number of villains that have been made, but it also had the Wizard and the Mandarin. Given that Hasbro is trying to pull out all the stops in light of the discontent among collectors, I wouldn't be surprised to see either. I also wouldn't be surprised to see Hawkeye with posthumously late sky-cycle well after they discontinued the 'legendary riders' offerings.
