The original 2D Darkstalkers games had all sorts of fun little frames of animation hidden in there. This is what Morrigan's alternate head is referencing (her "hard" hit animation):

Agreed. She's had the same basic design with minor variations based on the art style/artist. The Storm figure definitely fits, but I wouldn't complain if they tinker with is a tiny bit the way you suggested.
But when I blow up the pictures and get a good, close-up look at her face, I think it actually looks much better than when viewed at a distance. I'm liking it more and more. It works better than the cherub-like look they gave her in Marvel Vs. Capcom Infinite.
Either way, it's a great figure.
